Public policy research and analysis
SERA undertakes and supports applied research on public policy, governance, development finance, economic transformation, industrial development and institutional performance. Its approach prioritises practical questions, locally grounded evidence and recommendations that policymakers, practitioners and communities can use.
Climate, energy and industrial transition
SERA supports research and dialogue on climate policy, energy transition, low-carbon industrial development, climate finance and the social and economic implications of decarbonisation, promoting approaches that balance environmental responsibility with Tanzania’s development, employment, infrastructure and industrialisation priorities.
Natural resources and responsible development
The Institute supports evidence-based engagement on extractive industries, responsible mining, community participation, benefit sharing, environmental governance and the role of natural resources in national development.
Community-informed evidence
SERA recognises communities as important sources and users of development evidence, incorporating their knowledge, experience, skills and priorities into research, programme design and policy dialogue, with particular attention to women, young people and local enterprises often excluded from technical processes.
Monitoring, Evaluation and Learning
SERA develops and implements MEL systems that track delivery of activities and outputs, credibility of evidence, stakeholder participation, financial performance, risks and mitigation measures, and lessons and opportunities for scale-up.
Fiscal hosting and grant management
SERA provides fiscal hosting and administrative support to projects that require a credible Tanzanian institution to receive, manage and account for donor funds, structured through clear agreements defining the responsibilities of donor, fiscal host, technical partners, implementing partners and project leadership.
